No. The Home-to-Work Travel Plan is mandatory for companies and public bodies with more than 100 employees located in municipalities with more than 50,000 inhabitants. Organizations not subject to the requirement can also adopt it voluntarily to improve sustainability and corporate mobility management.

The PSCL must be adopted and submitted every year by December 31. The document must then be sent to the relevant municipality within 15 days of its approval.
Missing the deadline exposes the company to indirect risks: exclusion from public calls and incentives for sustainable mobility, possible findings during checks by local authorities, and a negative impact on the sustainability report and ESG rating.
